The administrative divisions of Gandhara consist of several levels. On the first level are thirty governorates and two autonomous republics.

Levels

The Constitution of Gandhara provides for four levels of government: the governorates, districts, subdistricts, and municipalities and village councils. The archipelagos of Asabiya and Diyafa are governed as autonomous republics, and are on the same level as governorates. Both island groups are further subdivided into districts and municipalities.

    Districts called markaz (Arabic: مركز; pl. مَرَاكِز marākiz);
