Gandhara is divided for administrative purposes into 30 governorates (Arabic: محافظة muḥāfaẓah; pl. محافظات muḥāfaẓāt). Gandhari governorates are the top tier of the country's four-tier jurisdiction hierarchy. The governorates are subdivided into districts. A governorate is administered by a governor, who is appointed by the President of Gandhara and serves at the president's discretion.
