On 19 January 2016, [[Kimmystanian Broadcaster]] announced that it had chosen Fettevika as the host city for the contest. The venue is will be Fettavikahallen.

====Fettevika====

[[Fettevika]] is the capital of the Kjerringdalen region, located in the southern eastern part of Kimmystan. In Fettevika you will find mostly women as the men are afraid to live there. The few men that live there are either related to the women or their husbands. But in the recent years the men have gradually started to move to Fettevika from Kimmydalen. Kimmydalen which is the closest city consists mainly of men, so is a contrast to Fettevika. Because of this there is a tv show called Fettevika vs. Kimmydalen which is gameshow and reality shows where the women of Fettevika compete against the men of Kimmydalen in different sports and games. Examples of such TV programs are The Farm, Big Brother & Sister, The Love Hunt, The Love Nest and Paradise Motel.

This is the first time that the city is hosting the [[Outernatia Song Contest]].

===Bidding phase===
Two other cities, [[Huttiheita]] and [[Fjordvika]], were also considered as possible host city of the contest. KimmiTV requested proposals from the three cities concerning how they plan to organise the contest. Huttiheita offered to host the contest in the Huttieheita Culture Center, while Fjordvika offered the Fjordvika Music & Congress Center as a potential venue for the contest. The bid from Fettevika came together with plans to expand and upgrade the facility and surrounding infrastructure to meet the requirements set by host broadcaster KTV. The bids from Huttiheita and Fjordvika, together with the bid from Fettevika to host the contest in the Fettavikahallen, were accepted. KTV chose this time Fettevikahallen as the venue to stage the contest because they wanted the contest to be held in the in the south for a change. The venue in Fjordvika were also unavailable due to hosting the [[Junior Internatia Song Contest 21]], and Huttiheita previously hosted the [[Internatia Song Contest -1 14]]

Fifty-three countries have participated in the [[Outernatia Song Contest]] since it started in 2014. Of these, twelve have won the contest. The contest, organised by the [[Outernatian Broadcasting Union]] (OBU), is held monthly between members of the Union. Broadcasters from different countries submit songs to the event, and cast votes to determine the most popular in the competition.

On 6 December 2015, Kimmystani public broadcaster KimmiTV announced that it had chosen Nordfjord as the host city for the contest. The contest will be held held at the Nordfjordske Arena, which hosted several editions of the Kimmystani national preselection Kimmystan NF. It has an overall capacity of approximately 18,500 people.

==Format==
The rules for the contest were released in December 2015, they state if more than 30 countries apply to join this edition there will be Semi Finals. The allocation draw will take place in Nordfjord the day after the deadline to submit an entry, on the same day there will be a draw for the running order. The host (Kimmystan) will be directly qualified to the Final.

===Graphic design===
On 8 December 2015, KimmiTV (with help from [[Lettuce Broadcasting Corporation|LBC Resources]]) released the logo for the Outernatia Song Contest 17, together with the slogan.<ref>{{cite web|url=http://www.escforum.net/forum/showthread.php?29923-OSC-17-freedom.-Nordfjord-Kimmystan-Reservations&p=4756915&viewfull=1#post4756915|title=Official Outernatia Song Contest 17 logo revealed|date=8 December 2015}}</ref> The logo features a snowflake, a sun and a dove which represents the peaceful nation which Kimmystan is. The slogan was revealed to be ''"freedom."'' and for each nation there was made a snowflake with their national colors. The snowflakes represent that each nation in both Internatia and Outernatia are unique and different, but together we live in peace and harmony.

Frostfall, officially the Principality of Frostfall, is a sovereign state located in on the western coast of the eastern Outernatian continent. It is bordered by [[Raingate]] in the north, [[Gandhara]] in the east, Háttųka, V and Almarania in the south and by the Ocean in the west. The population of the nation is roughly 10 million and the capital city is Snowhead. The country is a constitutional principality with Prince Zayn acting as head of state.

The '''Internatia Song Contest -1''' is an international song competition which will be organised by the [[Internatia Broadcasting Union]] (IBU) monthly since 2014 and is open exclusively to broadcasters that are members of the IBU.

The competition has many similarities to the [[Internatia Song Contest]] from which its name is taken. Each participating broadcaster sends a song, of which must have been released prior to a date given by the host. Each entry represents the country served by the participating broadcaster. Viewers from the participating countries are invited to vote for their favourite performances by televote and a jury from every country. The overall winner of the contest is the entry that has received the most points after the scores from every country have been collected and totalled.

Eligible participants include Active Members and Associate Members of the IBU. Active members are those who are located in states that fall within the Internatia Broadcasting Area, or are member states of the [[Council of Internatia]].

Active members include broadcasting organisations whose transmissions are made available to at least 98% of households in their own country which are equipped to receive such transmissions. If an IBU Active Member wishes to participate, they must fulfil conditions as laid down by the rules of the Contest.
