On the first level of country subdivisions of Gandhara are thirty governorates and two autonomous republics.


Governorates

Each governorate is further subdivided into districts called minţaqah (Arabic: منطقة; pl. مناطق manāṭiq), and each minţaqah is subdivided into subdistricts called nāḥiyah (Arabic: ناحية; pl. نواحي nawāḥī). Each nāḥiyah is subdivided in urban areas into municipalities called baladiyah (Arabic: بلدية; pl. بلديات baladiyat) and in rural areas into village councils called majlis al-qarya (Arabic: مجلس القرية; pl. مجالس القرى majaalis al-quraa).

The two autonomous republics, Asabiya and Diyafa, were established as first-level administrative divisions, and are recognized by the latest Constitution of Gandhara, adopted in 1990.
