On the first level of country subdivisions of Gandhara are thirty governorates and two autonomous republics.
Governorates
Each governorate is further subdivided into districts called minţaqah (Arabic: منطقة; pl. مناطق manāṭiq), and each minţaqah is subdivided into subdistricts called nāḥiyah (Arabic: ناحية; pl. نواحي nawāḥī). Each nāḥiyah is subdivided in urban areas into municipalities called baladiyah (Arabic: بلدية; pl. بلديات baladiyat) and in rural areas into village councils called majlis al-qarya (Arabic: مجلس القرية; pl. مجالس القرى majaalis al-quraa).

Autonomous republics
The two autonomous republics, Asabiya and Diyafa, were established as first-level administrative divisions, and are recognized by the latest Constitution of Gandhara, adopted in 1990. Since sovereignty resides in the nation as a whole, Gandhara is not a federation, but a unitary state, that has asymmetrically devolved power to the autonomous republics, which in turn exercise their right to self-government within the limits set forth in the constitution and their autonomous statutes.
Asabiya
Asabiya is further subdivided in two more levels of administrative divisions:
- The self-governing city of Khayzuran, which is the entity's capital;
Districts called minţaqah; - Municipalities called baladiyah.
Diyafa
Diyafa is further subdivided in two more levels of administrative divisions:
- The self-governing city of Sharaf, which is the entity's capital;
Districts called markaz (Arabic: مركز; pl. مَرَاكِز marākiz); - Municipalities called baladiyah.
