High Rock is a province in eastern Raingate. Much of the area is rocky and mountainous with soaring snowy mountains surrounding the north and west of its capital Riverstone, though the lower lying areas in the north towards The Vale Province are comprised of forests and hills. It is led by XX, who is considered to represent the more wealthy citizens of Raingate.

High Rock is divided into 5 constituencies each run by local authorities which are in turn governed by the Order of Raingate. These local authorities work on local matters within their constituency and serve as intermediaries between the main governmental province leaders.
