Background
After Saint Eva & Lepland's failure to qualify to the final of ISC 19, rumours began to circulate that SealTV would withdraw from ISC 21. Saint Eva & Lepland had failed to qualify seven times, and never placed higher than 20th since its victory in ISC 7.
A spokesperson for SealTV's entertainment department was quoted as saying, "Participation in the Internatia Song Contest is a relatively inexpensive project for SealTV. However, that being said, viewing rates for the Internatia Song Contest in Saint Eva & Lepland have been at an all-time low. It may not be feasible to continue participating if interest does not increase, but we have not made a decision yet."
After receiving increased funding, Saint Eva & Lepland ended up participating, and staging a national final (that was eventually cancelled).
Cancelled National Final
Initially SealTV had announced that the duel system would return for ISC 21, but the national final ended up more closely resembling that of ISC 20. The national final was eventually cancelled due to "lack of interest" (although six countries voted before the announcement). SealTV apologised to all of the participating artists, and the results at the time of cancellation were eventually announced some time later.
An employee of SealTV tweeted from SealTV's official Twitter account that "The national final was cancelled because the songs were too good for ISC, and would probably fail to qualify." The employee was fired, but defended his tweet as being a flippant joke.
