GLTV planned to make this edition as the one, where the singers are having different nationalities can compete. The preparations for it had already begun - 7 songs were chosen and Grolskiric people were able to vote. First they rated the looks of the singer, then they listened to the songs and rated them. Few days later, people were asked to vote again, this time knowing, who sang which song and rate them. But suddenly, this decision was moved to LYL 19 and GLTV tried to come up with a new idea.

On 13th September 2013, GLTV decided to open suggestions for "Lakmosoja Y Lakma 19", where people can send their songs, and they also gave out one rule: the song mus not had been sung in any LYL before. But the editions got swapped, so, the state edition will be held 2 LYLs earlier.

GLTV decides, who will participate in LYL 17, by checking out the applications from each state they receive. After the song is chosen, GLTV sends their state correspondants to local newspaper centres and tell them the entrant. The newspaper of each state must write the news about representant, otherwise any of the states, which didn't do that, will be disqualified from LYL 17.

The running order has been determined and all the state songs were received in time.
Hosts of the evening were Lily Allen and Bryn Christopher. Saint Lu was appointed as a greenroom host. All of the music, except the participating songs were played by the orchestra band, called Krelstauz.

Grolskira competed in Semi 2 in ISC 17 and were drawn to perform 7th, thus they were following Kosma and preceeding Amsteris. It was revealed at the qualifiers show that Miss Montreal advanced to the final. Prior to their qualification, the last time Grolskira qualified to the final was six editions ago in [[ISC 11]]. In the final they were drawn to perform 18th, following Amsteris and preceeding Saint Eva & Lepland.
 
At the final night, Grolskira collected 106 points, which were enough to achieve 11th place. It was revealed after the final results, that Grolskira managed to come 3rd in the semi final and there they had collected 101 points.

Grolskira participated in the Internatia Song Contest 17 in Liechgrado, Yazminia. They selected their song through national final, called Lakmosoja Y Lakma 17: States!, organised by GLTV and the winner of it was Miss Montreal with the song "Wish I Could".
