The Outernatia Song Contest 17 was the 17th edition of the Outernatia Song Contest. The contest's Semi Finals will be held on January 8 2016 and the Final on January 19 2015 at the Nordfjord Opera House, and was presented by Khadja Nin and Nicole Sabouné.

So far 36 countries confirmed their participation, including the returns of Dalmadria (after a 12-editions break), Dulcet Ebullience, Hanzyuki, Polland, RC Laranjeiras and Zephyrus. Kitlantis will debut in the contest, while Rutshina will be invited as this edition's guest nation from Internatia.

On 6 December 2015, Kimmystani public broadcaster KimmiTV announced that it had chosen Nordfjord as the host city for the contest. The contest will be held held at the Nordfjordske Arena, which hosted several editions of the Kimmystani national preselection Kimmystan NF. It has an overall capacity of approximately 18,500 people.

Bidding phase

Two other cities, Huttiheita and Fettevika, were also considered as possible host city of the contest. KimmiTV requested proposals from the three cities concerning how they plan to organise the contest. Huttiheita offered to host the contest in the Huttieheita Culture Center, while Fettevika offered the Fettevika Arena as a potential venue for the contest. The bid from Fettevika came together with plans to expand and upgrade the facility and surrounding infrastructure to meet the requirements set by host broadcaster KTV. The bids from Huttiheita and Fettevika, together with the bid from Nordford to host the contest in the Nordfjord Opera House, were accepted. KTV chose the Nordfjord as the venue to stage the contest because they wanted the contest to be held in the capital city.

Format

The rules for the contest were released in December 2015, they state if more than 30 countries apply to join this edition there will be Semi Finals. The allocation draw will take place in Nordfjord the day after the deadline to submit an entry, on the same day there will be a draw for the running order. The host (Kimmystan) will be directly qualified to the Final.

Graphic design

On 8 December 2015, KimmiTV (with help from LBC Resources) released the logo for the Outernatia Song Contest 17, together with the slogan.[1] The logo features a snowflake, a sun and a dove which represents the peaceful nation which Kimmystan is. The slogan was revealed to be "freedom." and for each nation there was made a snowflake with their national colors. The snowflakes represent that each nation in both Internatia and Outernatia are unique and different, but together we live in peace and harmony.

Tie-break rules

During the previous editions of the contest the official rules of the Internatia Song Contest were followed. Under these rules, in the event of more than one country scoring the same total number of points, a count is made of the numbers of countries who awarded points to each of the tied countries, and the one who received points from the most countries is declared the winner. This edition, however, different tie-break rules were used. The rules did not include counting the numbers of countries awarding any points to tied countries, but only the amount of maximum points (12 points) each country received was counted. This caused some controversy after the show, because under the rules of the Internatia Song Contest Ponásikwa would have received 10 points instead of 8 points from the International Jury, which means that Ponásikwa would have won. The tie-break rules were approved by the OBU, but it was announced after the show that official rules will be made for upcoming contests in order to prevent the inconsistency of tie-break rules from edition to edition. All rules of the OSC are the same as those used in the Internatia Song Contest.

Presenters

The presenters Khadja Nin and Nicole Sabouné.

On December 26 2015, KTV announced that Khadja Nin and Nicole Sabouné would be the hosts of the contest. Khadja Nin came 6th in the 13th edition while Nicole Sabouné won the 15th edition. Both presenters speak fluently English and French.

Participants

So far 32 countries confirmed their participation, including the returns of Dalmadria (after a 12-editions break), Dulcet Ebullience, Hanzyuki, Polland, RC Laranjeiras and Zephyrus. Kitlantis will debut in the contest, while Rutshina will be invited as this edition's guest nation from Internatia.

Invitation of Ruthsina

The OBU announced that it had invited Ruthsina to participate in the contest. Although Ruthsina is officially not eligible to enter, as only Outernatian countries can take part, the OBU proposed the participation of Ruthsina as a one-off event in response to the popularity of the contest in the country.
