Kimmystan (officially the Republic of Kimmystan is a sovereign state located within the northern part of Outernatia. It is bordered by Dulcet Ebullience and Sanlyona in the east, Xara Khanate in the west, and Monteverde in the south. It has a population of around 9.1 million people and it has an area spanning 26,1625 kilometres squared.

Raingate consists of 6 regions; Fjorden, Gokk, Vestlig, Gropa, Goma, and Kjerringdalen. Its capital city Nordfjord is located in Fjorden and is one of the most urbanised cities in this part of Outernatia. Nordfjord is an important global city and financial centre with an urban population of 2.1 million. Most of the country's embassies can be found in this city.

Raingate is a republic governed and the current Kimmystanian president is Kim, and he has ruled the country since the age of 16. Kim was elected by the people due to his charm and kindness and he wields immense political power. Although he controls most of what is happening in the country, the people are very happy and look up to their leader.

Kimmystan ranks highly in many international comparisons of national performance, such as quality of life, health, education, protection of civil liberties, economic competitiveness, equality, prosperity and human development. Although it is not a founding member of the Outernatian Union, they are going to apply to join the union.

The country consists of many beautiful fjords, lakes, snowy mountains and large forests!

Administrative divisions

The country consists of 6 regions which is divided into several counties.

Fjorden

Fjorden is the northernmost region where the capital Nordfjord is located. Other big cities here is Kimsund and Kimmyvika. The most important industry in these cities are tourism, fishing and oil industry. In Nordfjord you can find the most beautiful fjords in the whole country and tourists travel from far away to visit the fjords every year.

Gokk

Gokk consists of the two main cities Huttiheita and Shortyearbyen. Huttiheita which is located in the deep forests and is therefor surrounded by beautiful nature and wild animals. The people in this city love the outdoor and forestry is a big industry here, while you will also find a big zoo in this city. Shortyearbyen is a big and busy city where you will find the country's stock exchange and many headquarters. It is a very urban city with skyscrapers and heavy traffic which is a big contrast to Huttiheita.

Vestlig

Vestlig is located in the western and middle part of Kimmystan. This area consists of big and snowy mountains. Ijsberg is a town located near the country's largest ice berg which is also called Ijsberg. In this area you will find a big ski resort, and most of the nation's biggest winter sport arenas can be found here. At toppen you will find the most famous biathlon and ski jumping arenas in the country. The mountains here are beautiful and people come here every winter to go skiing and relaxing. Since Vestlig consists of famous ski resorts there is built a large railroad station and a small airport there which connects the all of the regions together.

Goma

Goma consists of deep dales and fjords, but also mountains and forests. The country's largest nature reserve can be found here, and most of the region is very untouched by the urban life. Here you find two smaller towns called Fjelletsomikkeeretfjell and Dalen. The area consists of big waterfall and rivers and is exceptional to go canoeing and mountain hiking. The most important industry for this region is tourism.

Gropa

Gropa is the southern most part of Kimmystan is very similar to Goma. The southernmost city in Kimmystan is located here and is called Bunnfallet. The 2nd largest airport in Kimmystan is located in this city and it connects the south with the north. There is also a railroad connection Bunnfallet with Dalen, which is a trip that is often rated by tourists as the most beautiful trip in Outernatia. The only way to reach the north from Gropa is to travel by plane to Nordfjord or Shortyearbyen, or by train to Dalen, and there by bus or train to Vestlig.

Kjerringdalen

Kjerringdalen is the dale where all the bitches live. Fettevika (Pussy Valley) and Kimmydalen are the largest cities here. In Fettevika you will find mostly women as the men are afraid to live there. The few men that live there are either related to the women or their husbands. But in the recent years the men have gradually started to move to Fettevika from Kimmydalen. Kimmydalen consists mainly of men, so is a contrast to Fettevika. Because of this there is a tv show called Fettevika vs. Kimmydalen which is gameshow and reality shows where the women of Fettevika compete against the men of Kimmydalen in different sports and games. Examples of such TV programs are The Farm, Big Brother & Sister, The Love Hunt, The Love Nest and Paradise Motel.

Politics

President Kim

Kimmystan is a sovereign state where the head of state is President Kim. She has the power to do whatever she wants, but the people love her.

Although Kimmystan's president has ruled for several years, they have a parliamentary government called Storatingur. The Storatingur meets monthly at the president's mansion in Nordfjord where they discuss different political issues or just gossip.

The prime minister is the the head of the government of Kimmystan, and is decided by elections that is held every 4th year in the fall. The party with the highest percentage of votes will select a person to take the role as the prime minister (usually the leader of the party). The president can also select the prime minister personally if she does not agree with the party's choice.

Political System

Storatingur is the supreme legislature of Kimmystan, established in 1840 by the Constitution of Kimmystan. It is located in Nordfjord. The unicameral parliament has 169 members, and is elected every four years based on party-list proportional representation in six plural member constituencies. (the six regions of Kimmystan). All of the inhabitants that are 16 or older have the right to vote in the elections being held in Kimmystan.

The assembly is led by a president and 2 vice presidents— and is called the presidium. The members are allocated to twelve standing committees. Following the 2015 election, seven parties are represented in parliament: Conservative Kimmi (69 reprenstatives), the Progress Party of Kimmystan (40), the Pirate Party (20), the Non Religious People Party (20), the Middle Party (7), the Rebel Party (7), and the Green Party (6).

The prime minister is usually the leader of the party that receive the most votes in the election. Different parties can go together and form an alliance in order to achieve a majority government. A majority government is a government formed by a governing party that has an absolute majority of seats in the legislature or parliament in a parliamentary system. A majority government is usually assured of having its legislation passed and rarely, if ever, has to fear being defeated in parliament, unless the president strongly disagree with the government. The current government of Kimmystan consists of the Conservative Kimmi and the Progress Party of Kimmystan, while the party that are supporting the government are the Pirate Party. The opposition consists of the Non Religious Party, the Middle Party, the Rebel Party and the Green Party.

Procedure

The legislative procedure goes through five stages. First, a bill is introduced to parliament either by a member of government or, in the case of a private member's bill, by any individual representative. Parliament will refer the bill to the relevant standing committee, where it will be subjected to detailed consideration in the committee stage. The first reading takes place when parliament debates the recommendation from the committee, and then takes a vote. If the bill is dismissed, the procedure ends. The second reading takes place at least three days after the first reading, in which parliament debates the bill again. A new vote is taken, and if successful, the bill is submitted to the President to approval. If parliament comes to a different conclusion during the second reading, a third reading will be held at least three days later, repeating the debate and vote, and may adopt the amendments from the second reading or finally dismiss the bill.

Once the bill has reached the President the bill must be signed by the president herself and countersigned by the prime minister. It then becomes a Kimmystanian law from the date stated in the act or decided by the government.

Elections

Members to Storatingur are elected based on party-list proportional representation in plural member constituencies. This means that representatives from different political parties are elected from each constituency. The constituencies are identical to the 6 regions of Kimmystan. The electorate does not vote for individuals but rather for party lists, with a ranked list of candidates nominated by the party. This means that the person on top of the list will get the seat unless the voter alters the ballot.

The Sainte-Laguë method is used for allocating parliamentary seats to parties. As a result, the percentage of representatives is roughly equal to the nationwide percentage of votes.

The number of members to be returned from each constituency varies between 4 and 19. To determine the apportionment of the 169 seats amongst the 6 regions, a two-tier formula is used, based on population and geographic size. Each inhabitant counts one point, while each square kilometer counts 1.8 points

157 of the seats are regular district seats. These are awarded based on the election results in each county, and are unaffected by results in other counties. Twelve of the seats (two for each region) are leveling seats which are given to parties that win fewer seats than their share of the national popular vote entitles them to. A party must win 4% of the popular vote in order to win compensation seats, but may still win district seats even if it fails to reach this threshold. The system for apportioning seats is biased in favour of rural areas since the area of the county is a factor, but the system of compensation seats reduces the effect this has on final party strength.

Gandhara

Gandhara–Kimmystan relations refer to the bilateral relations between the Arab Republic of Gandhara and the Republic of Kimmystan. The countries established diplomatic relations on 23 October 1965, when a free trade agreement was signed between the two sides. The agreement was officially ratified by the governments of both countries on 5 June 1966 and came into effect on 1 September of the same year.

Gandhara has an embassy in Nordfjord and consulates-general in Bunnfallet, Kimsund, and Shortyearbyen. Kimmystan has an embassy in Rhea and consulates-general in Kazmi, Manas, and Maslamah.

Economy

The main resource of income is the export of expensive jewels and minerals, while furnitures, clothes and tobacco makes up the other important export goods from Kimmystan. Tourism is the main industry in the northern part and the stock exchange is located in Shortyearbyen, Gokk. In vestlig you find big ski resorts which is important for the country's tourist industry because people from all over the continent come here to go skiing and enjoy the snowy mountains.

Junior ISC

Kimmystan made their debut in the 16th edition of the Junior Internatia Song Contest. All entrants are selected internally by the KimmiTV Kimmystan won the 17th edition of Junior Internatia Song Contest and hosted the 18th edition. The entries are internally selected by KimmiTV 3 (Channel 3) which is the local children TV channel. Kimmystan achieved an honorable 2nd place in the 18th edition and managed to host a successful edition.

Kimmystan made its debut at the Internatia Second Chance Contest at ISCC 21 in Endehó, Jhe Freeh. The entries selected to compete in this contest is the entries that failed to win Kimmstan NF but got a second chance. So far the best placing is a 3rd place that was achieved by Anina in the 22nd edition.

Internatia Classical Music Contest

Kimmystan debuted in the 1st edition and ended up in the last place. This is was a shameful result for the country but in the next edition Kimmystan managed to achieve an honorable 4th place. Because of this success they decided to continue taking part in this event.
