Congratulations: 50 Editions of the Internatia Song Contest is a television programme organised by the Internatia Broadcasting Union (IBU) to commemorate the Internatia Song Contest's fiftieth anniversary and to determine the Contest's most popular entrant of its fifty editions. The host and format of contest, as well as participating countries were already announced.

The bidding process to host the second Congratulations contest was officially launched on 17 May 2016. 15 broadcasters representing 8 bids announced their intention to take part:

	Even though Lettuce had a short history in ISC, it has had a huge impact on the community with its many contributions to the contest and its spin-offs. LBC has been especially important in building bridges between Internatia and Outernatia. Lettuce has also been one of the most active contributors to the escforum.net Wiki database, providing information and scoreboards for a variety of contests, including ISC, jISC, ISC -1, ISCC, and especially, OSC. Lettuce also has experience hosting large events, as it was the host of the Outernatia Song Contest 12, which received very positive reviews for its organization and graphics. The Lettuce Broadcasting Corporation, LBC, is ready to organize a big event and guarantees to offer a wonderful and unforgettable show with beautiful graphics. Each country will get its own specific postcard that reflects the culture of the country. Lettuce's bid symbolizes the strong connection between Internatia and Outernatia and the everlasting power of music across continents. Please vote for us and feel the @music4ever! 	The meaning of this motto is that we now will kiss goodbye to the previous 50 edition and we are approaching new 50 wonderful edition! And a kiss is also a cute way to say goodbye to something, but also a way to say hello to something new. Fettevika is famous for their beautiful Kimmystanian women and most of the citizens here are women. The few men that live there are either related to the women or their husbands. But in the recent years the men have gradually started to move to Fettevika from Kimmydalen, the capital of Søderlandet. In contrast to Fettevika, Kimmydalen consists mainly of men and because of this there is are many tv shows where the women of Fettevika compete against the men of Kimmydalen in different sports and games. Examples of such TV programs are The Farm, Big Brother & Sister, The Love Hunt, The Love Nest and Paradise Motel. Fettevika has hosted the 19th edition of Outernatia Song Contest. 	RTK successfully hosted the Internatia Song Contest 20 in Śānthi during February 2014 and subsequently hosted two spinoff contests: the Internatia Second Chance Contest 18 and the Internatia Song Contest -1 #8 in Nineveh and Ašra during April/May 2015. The motto for the Kaledonii - Spitzenbergen bid, “A Blossoming of Music”, is a reference to the time it takes for flowers to bloom. Some flowers take a longer time to bloom compared to others, maybe it isn't the right season or weather conditions aren't ideal for the flower to immediately bloom. However, when these flowers finally bloom, the end product is spectacular. Similarly, ISC Congratulations is a contest to celebrate 50 editions of the Internatia Song Contest. All of the songs that will participate in this edition have participated in a previous edition of the contest. These entries may not have necessarily done well the edition they were sent, but they continue to hold a special place in their countries' hearts. Vote

The vote to elect the host country of the Congratulations Contest occured from 1st to 11th july 2016 (first round) and from 12th to 17th july 2016 (second round).

All countries having taken part in ISC or are in the WL could vote. Bidders were allowed to vote but for the joint-bids, but only the first vote was taken.

The vote for the first round was: 8 - 5 - 3 - 2 and 0 points The two bids which have received the more points were selected for the second round.
